The West African Examinations Council (WAEC) has responded to circulating reports regarding an alleged breach of the Memorandum of Understanding (MoU) agreed upon at the Federal Ministry of Labour and Employment. The reports also raise concerns about staff victimization and a request for the immediate retraction of a management communication memo.
WAEC Denies Breach of MoU with NASU
In a statement issued by the Acting Head of Public Affairs, Moyosola F. Adesina, WAEC reaffirmed its commitment to upholding the agreements made during the meeting with the Non-Academic Staff Union (NASU) on March 10, 2025. The council clarified that it has not violated any part of the MoU reached at the Federal Ministry of Labour and Employment.
WAEC maintained that it had not receded on the agreements regarding the reinstatement of staff check-off dues deductions, which it had pledged to restore by March 2025. The council reiterated that it remains a law-abiding organization that upholds the principles of justice, equity, and fairness in all its dealings.
No Suspension of Union Activities in WAEC
Addressing concerns about an alleged suspension of union activities, WAEC asserted that it had never taken any action to suspend trade union activities within the organization. The council emphasized that the recognition of NASU remains intact, in line with the provisions of the Trade Unions Act.
WAEC stated that claims suggesting it had withdrawn recognition of NASU members in branch offices were baseless. The council clarified that it continues to recognize NASU as a registered trade union and respects the rights of its members in all WAEC offices across Nigeria.
Allegations of Staff Victimization and Transfers Unfounded
The statement also dismissed allegations that WAEC was transferring NASU executives to different parts of the country as a form of victimization. WAEC explained that staff transfers are a routine administrative procedure aimed at career progression and professional development.

According to WAEC, all staff members receive a Conditions of Service booklet upon employment, which clearly outlines that employees may be transferred as part of their professional growth within the council. The council emphasized that staff transfers are designed to help employees gain broader experience and expertise rather than serving as punitive measures.
WAEC reiterated that it remains committed to the fair treatment of all employees and has never engaged in discriminatory practices against NASU executives or members. The council firmly rejected any claims that it had victimized its employees or engaged in actions that undermined their rights.
WAEC Upholds Employee Rights and Fair Treatment
The council further stressed that it has never disparaged NASU or any of its members. WAEC assured the public that it operates within the ethical framework of its organizational code of conduct and remains committed to a harmonious working environment.
WAEC reaffirmed its dedication to justice and integrity, emphasizing that it will continue to engage with all staff members in a transparent and lawful manner. The council described itself as an employer that upholds human rights and workplace fairness, ensuring that all employees are treated with dignity and respect.
Commitment to a Law-Abiding and Just Workplace
WAEC concluded by reaffirming its commitment to legal compliance and the continuous improvement of labor relations. The council urged all stakeholders, including NASU members and the general public, to seek clarification from verified sources rather than relying on unsubstantiated reports.
Through its statement, WAEC reinforced its adherence to legal principles and ethical conduct, setting an example of responsible governance in Nigeria’s education sector.
